Who ordered the closure of all school buildings in Kansas?

In order to mitigate the spread of the COVID-19 virus in Kansas, on Tuesday, March 17, 2020, Governor Laura Kelly ordered all public school buildings in Kansas, including the Blue Valley School District, to close through the end of the 2019-2020 school year.
